Anchored controls don't ScaleBy() properly

Another one of those quirks of our lovable uncle-Delphi, from the "bitter
newsgroup poster."

If a control is anchored Right or Bottom, and the form is scaled, the
control is pushed right or down, usually off the edge of the form. In order
to work around it you have to keep your anchor Top Left, and use aligned
panels.

This isn't so much a problem as it is a pain. i already try to avoid
anchored controls becuase they don't position propertly on forms that start
maximized. i was using them of forms that don't start maximized, or on
dialogs.  Now i also need to retrofit those anchored controls with panels.
