Where to put INI files in Vista

Like many people we've been installing to C:\Program Files\OurCompany and
storing data in a folder below that.  We've discovered that Vista just
doesn't like that.  We've had two customers try to move data from jump
drives into that folder and Vista just doesn't do it.  We've determined that
we'll need to put the data in C:\OurCompany\Data instead of below Program
Files.  So far it's easy.  However, we've also been storing INI files in the
program directory and I assume it is just a matter of time until that bites
us too.

So, should we put the INI files with our data or should we put them in some
user folder?

If the later, can you supply a code fragment that will return the path of
the location you think we should use?
