Select which monitor a form opens on...

Hi,

We want to give the user the ability, in multiple monitor systems, to
designate which monitor a form will appear when opened.

And as another option we want to offer the ability to open forms based
on where the mouse cursor is at the time of the request to open the
form. If the mouse is on monitor 1 the form opens on monitor 1, if the
mouse is on monitor 2 the form opens on monitor 2.

Any ideas, clues, pointers, etc?
