This is possibly the result of an anti-virus scanner implementing a "port 25
blocking rule" to "prevent mass mailing worms from sending ...". In such a
case, it should be simply a matter of adding the application's name to a
list.
I ran into this situation with McAfee Virusscan Enterprise on WinXP -- their
website has a bulletin, KB42354.
