Check that (google : "iphlpapi.dll site:microsoft.com")

so, I guess for w2k this is optional instalation. I don't know if this is
same dll on xp and w2k but acording to this article w2k have this dll, so
right way is to check on install or start is this dll exists and to send
message to user like microsoft said : (I guess they didn't have copyright on
this phrase ;)
