For me, FF2 opens the file OK.

But IE6 will not open it.  It wants to start the executable that is
associated with the .CSS file extension.  On my system, that's Altova XML
Spy.  Perhaps WinInet is wanting/trying/needing to perform the same action.

Do you have a file association for .CSS files?
