Yes, the IP is the same one used to establish the command channel.  We've
checked many times that the port (indicated by x,y) is open on the firewall,
assuming my arithmetic is right.  x*256+y gives the port, I believe.  We
have a small range of ports open on the firewall that includes all ports the
ftp server is configured to respond with.

Bottom line, you're probably right, we need to replace the firewall.  But I
hate to run around buying firewalls, discovering only later that we haven't
yet found the right one.
