Did you verify that the content of the response is accurate?  If the IP nd
port specified in the PASV response are accurate, and you still cannot
connect, then the firewall is definately blocking the connection.

Because it is waiting for a connection that never reaches the server.

But they are connecting from a different client machine than you, is that
right?  Their network setup could be very different.
