Only because nothing is blocking that connection. Something is obviously
blocking the connection to the service, and it has NOTHING to do with the
application being a service specifically. Again, I direct Terry to verify
his firewall permissions, router settings, and client/server IP/port
settings. Something in there is not configured properly.
