that is NOT the cause of the issue to begin with.

Only because nothing is blocking that connection.  Something is obviously
blocking the connection to the service, and it has NOTHING to do with the
application being a service specifically.  Again, I direct Terry to verify
his firewall permissions, router settings, and client/server IP/port
settings.  Something in there is not configured properly.

I did not ask for it in the first place.  I'm trying to get Terry to
understand what the real issues here are.
