No, it does not rule anything out. By your own description, Computer 1 is
able to make outbound connections, but not accept inbound ones. In that
situation, a firewall or router can still be getting in the way. Whether
Computer 1 is running the server inside a service or not is irrelevant.
Sockets work exactly the same in both situations.
