Programs can't do that.

What is likely happening instead is that one of your programs is trying to
use too much bandwidth and your connection can't handle it, so the modem, or
the ISP itself, is resetting the connection.  I had a problem like that
once, where my connection would regularly get reset only while running
Trillian.  Eventually, an update was released and the problem went away.

You should keep a list of which program you have running when the problem
occurs, and try to narrow down which ones are not running when the problem
does not occur.  Then you can start isolating the offending programs, making
updates, reporting bugs to ther authors, etc.
