Your best bet would be to forget writing your own program and just install
ZoneAlarm firewall.

It will ask for permission for EVERY program which tries to access the
internet (EG Internet Explorer, Outlook, etc etc).

If it is a program you do not recognise then you can block it.

If you already have ZA installed, then I suggest you take a look at the
program list and check for anything you do not recognise.
