Yes it 100% looks like spam because it says (in Russian):
From: ORIGINAL CARTRIDGES
Subject: FOR PRINTERS, COPIERS AND FAXES.
As for decoding. Save your own message (as .nws in MS Outlook News Reader).
Open in notepad and replace your own Subject and Form with those lines. Open
the message again in New Reader. If you have cyrillic support you will see
the message.
As for programmatic way, look for a message format RFCs. Recently I've read
some of them but don't remember the correct number. IIRC the line after the
first "?" is a charset and and after the second is an encoding.
