301-redirects & Godaddy

Hi, I recently purchased a domain name for the first time, and I have
it redirected to my blog hosted under blogspot (blogger).  Being the
SEM professional I am, I'd like the redirect to be a 301, even though I
understand currently my new domain or my blog has no rankings in search
engines.  But I'm a true believer of 301's and I don't want anything
else.  Godaddy has 2 redirection options: 302, and "cloak", which is
they put your "real site" under a frame under your domain.  How do I
get a 301?  Do I have to change DNS service?   If so, can you guys
recommend me a good DNS company for cheap (around $10 for DNS for a
year) that would do a 301 redirect?
